The Capacity Building Project for the Mainstreaming of Regional Integration Issues and SADC Law in Mozambique

Rationale:

Regional integration is progressively being recognized as an important factor and a complement to a more effective and fairer global development process. As the Southern African Development Community (SADC) is celebrating its 27th anniversary and is launching a free trade area (FTA), the need for capacity building and public awareness program in Mozambique cannot be overemphasized.  
It is only fair to recognize that Southern African countries lack qualified personnel, adequate resources and  “critical mass” to obtain the necessary momentum for a shift in direction towards an effective and beneficial regional integration process and the implementation of regional integration policies and laws at national level.

Objectives:

The international Conference is part of the wider initiative of the Faculty of Law, Eduardo Mondlane University (UEM) to facilitate and develop capacity building towards the implementation of the SADC regional integration process in Mozambique, with the aim to draw more benefits for Mozambique.
The conference main objectives are:

  • to serve as a forum and a platform for open dialogue and discussion on the SADC regional integration process, which is really raising crucial concern among the Mozambican society and academia ;
  • to facilitate the identification of the role and contribution of higher education and training institutions in raising awareness, dissemination of information and the implementation of SADC regional integration policies,
  • to achieve increased awareness on issues related to regional integration and SADC law and to impact the Mozambican society at all levels ;
  • to facilitate practical strategies for knowledge development, research, database creation and publication of relevant materials ;

 At the end of the international conference, the organizers expect to achieve the following results:

  • the identification of approaches to facilitate the capacity building and outreach initiative developed by the Faculty,
  • to launch an Academic Partnership Network for SADC regional integration, dedicated to research and teaching, publication, knowledge development and sharing on issues of regional integration;
  • to create a regional documentation and reference center which would facilitate knowledge development, research, exchanges and dissemination of materials between member institutions ;

Themes:

The Conference is articulated around thematic sessions with focused presentations on the following topics:

  1. Regional integration in Southern Africa: issues, challenges and perspectives ;
  2. Regional Integration in the global perspective: how to draw more benefits and advantages for Mozambique ;
  3. The SADC Legal framework and substantive law: the SADC Treaty and Protocols;
  4. The implementation of SADC Regional Integration agenda:
  5. The role of universities and research institutions in the mainstreaming of regional integration, knowledge development and capacity building on regional integration;
  6. Lessons from best practices and sharing of experiences: hearing voices on the regional integration agenda;

Participants:

Priority of attendance is reserved to senior civil servants within key ministries and public institutions involved in the implementation of the regional integration process, academics and researchers, employer’s associations, representatives of private sector enterprises, local authorities, municipal and regional government’s institutions, investors, independent professional organizations, chambers of commerce, trade unions, the media, international development and cooperation agencies, NGOs, CBOs, religious and faith based organizations, student’s representatives, 

Presenters:

The international conference sessions will be led by world class moderators and speakers with extensive hands-on experience. International, regional and national experts from the academia, professional organizations, private and public sector will deliver energy packed and mind shaking presentations and share with the audience factual knowledge and best practices on regional integration in Southern Africa and in the global context. Conference attendance is by invitation only.
